Steps to reproduce:

Switch an Actor to be using the Attribute Only sheet
Add an Always Visible attribute to the actor
Add an Item to the actor

Current behaviour:
See how the Items tab remains not visible

Expected behaviour:
When there is only always-visible attributes, and items on the actor, the tab should default to the items tab instead of the Attributes tab, making the items tab impossible to access until there is at least one below-the-fold Attribute
