When viewing the list of attributes on the Actor sheets, I should be able to drag and drop the attributes into a different order than originally presented in.

This should also provide a way to sort the attributes that appear above the fold, maybe by drag-and-dropping the fieldset legend, but maybe by putting them in a section within the Attributes tab, however that would result in that needing to be shown when there are no below-the-fold attributes, so I would like to avoid that if I can.
