This is primarily to help with discoverability of the feature. The dialog that pops up should be able to:

Allow the user to turn the setting off entirely
Allow the user to turn the prompt off for future image links
Convert the URL this time into an image reference

This would be probably be best to make a helper function that creates a DialogV2 with a number of inputs in it decided by DataFields
