This should consist of two world settings:

One should allow the GM to select a roll table that players can roll from their sheet when they defeat a monster to allow easier loot rolling than needing to check with the GM.
The other should be a boolean to determine if players are allowed to roll the loot table from their sheet or not. (used by GMs who don't want to use the rollable tables)
